PAY RANGE: $30,000 for ¾ time, Benefited
EFFECTIVE DATE: July 21, 2020
GENERAL PURPOSE: Under general direction and limited supervision, the Heritage Program Manager will implement activities that increase economic development through promotion and stewardship of the cultural and natural resources that are unique to the Bear River Heritage Area. The Heritage Program Manager will work closely with the Director of Community and Economic Development to help foster a close working relationship with all levels of government, the private sector, residents, business interests, and local communities in the Bear River Heritage Area; to help empower communities to exercise stewardship of their heritage while strengthening future economic opportunities; to interpret, develop, and encourage stewardship of the historical, cultural, and recreational resources within the Heritage Area and the natural and scenic features of which they are a part; and to expand, foster, and develop heritage businesses and products relating to the cultural heritage of the Heritage Area; to increase the local knowledge of cultural and heritage resources and their value to the quality of life.
SUPERVISION RECEIVED: Works under general administrative supervision from the Community and Economic Development Director and the Bear River Heritage Area Council.
SUPERVISION EXERCISED: Based on project load and budget allowances, the Heritage Program Manager may supervise support staff, volunteers, and/or interns that provide skill specialization that further the goals and objectives of the program.

  • Provide leadership in developing program, organizational and financial plans with the Council and staff, carry out plans and policies authorized by the Council
  • Secure funding for project implementation through numerous state and federal grants and local partners.
  • Promote active and broad participation by volunteers in all areas of the organization’s work
  • Maintain official records and documents, and ensure compliance with federal, state, and local regulations
  • Preparing comprehensive budgets and business plans
  • Supervise cultural/heritage resource inventories and evaluate and endorse candidates for partnerships
  • Oversee development of new products, public education, and public tours in conjunction with Bear River Heritage Area partners Increase the knowledge of cultural and heritage resources by locals and visitors by providing the ongoing content and maintenance of the web site (www.bearriverheritage.com) and other educational materials.
  • Work with communities within the Heritage Area to preserve buildings, landscapes, and traditions by helping them to become Certified Local Governments (CLGs) and to develop and implement specific community-based projects.
  • Identify and invite liaisons of local, regional, state and federal historic and public land stakeholders to participate in the Bear River Heritage Area.
  • Update Interlocal Co-operative Agreement and Memorandum of Understanding that identifies the partners and their roles in the Bear River Heritage Area.
  • Work closely with BRAG Regional Planner in providing assistance to municipalities located in the Bear River district that will facilitate stewardship efforts over cultural and heritage community assets.
  • Work closely with BRAG Economic Development staff in providing assistance to local businesses that facilitate branding, marketing and the economic opportunity related to the cultural and historical assets in the region.
MINIMUM REQUIREMENTS
1. Education and Experience
    a. Bachelor’s degree) in liberal arts, public administration, sociology, community development, folklore, history, anthropology,         or closely related area and experience equivalent to two (2) years in an administrative or managerial position.
    b. Experience in arts and culture historic preservation, etc. preferred.
2. Necessary Knowledge, Skills and Abilities
    a. Ability to communicate in writing clearly, concisely and accurately. Ability to communicate orally in public meetings and         presentations.
    b. Knowledge of the principles and theories of cultural and heritage tourism, sustainable community development, traditional         economies, and business development.
    c. Knowledge of procedures and techniques for program development including preparing grant requests. Knowledge of the         general principles and practices of grant administration, including budget development, application preparation, monitoring,         and project evaluation.
    d. Skill and experience in customer service or dealing with the public in a professional environment.
    e. Self-motivation and the ability to exhibit initiative in streamlining processes associated with identifying, promoting and         implementing stewardship over local cultural and heritage resources.
    f. Knowledge of the Microsoft Office Suite, data base management, Adobe Creative Suite, public presentations, and web site         content creation and maintenance using WordPress.
    g. Ability to work with staff, to take the lead with assignments when required and to carry out projects in a responsible and         authoritative manner. Must work well as part of a team.
3. Work Environment
    a. Some work may be required outside of regular business hours for public meetings and events.
    b. Some travel within the Heritage Area will be required, with mileage, per diem and occasional overnight stays paid.
    c. A valid Utah or Idaho State Driver’s License or ability to acquire a valid Driver’s License will be necessary.
